Justice4 Ltd is a company which has gone bust, Tuloca Ltd is a new version of Justice 4 and again is a limited company, “Hello Consulting” is website newly created and owned by “Toluca Ltd” and is classed as a 2nd signpost, which directs the consumer to spend their money with Tuloca Ltd.
Tuluca Motto is “give us your money and we will provide a service in directing you to a real lawyer”.
In fact, legally there is nothing wrong with a company having many websites, which feed into the same organisation, noteworthy is before the internet and websites, companies traded as many names, they were “trading as department”, so you could have ABC Ltd trading as, Vista, Tango, Baxter’s, etc.
Justice4 Ltd (Enforcing your Civil Rights)
Justice4 Ltd owned the website Justice4.co.uk and the company was controlled by Mr Lee “Roy” Pallister [Managing Director], Sandra Jane-Michelle Hoy [Financial Director] and Miss Katy Hobbs [Administration Director].
Justice4 Ltd came into existence on the 15th of August 2013, was set up by Mr Pallister [who is an ex-timeshare salesman]. The company was incorporated was financed by way of the personal introduction of merely £3.00 in Share Capital. The share capital is [generally] the sums risked by the businessman and/or is the sum which is required to set up and run trading enterprises before it can survive on its own. The fact that this company was set up with only £3 is quite suspicious, as the sums were never enough to trade a legal service provider.
Justice4 claimed to be an “enforcer of civil rights” which was far from the truth, as it did not enforce anything and merely sold “legal dreams” to timeshare consumers, who sought timeshare compensation and terminations services. That said, again the term “sought” is in part wrong, as this firm did not wait for clients to contact them, it “Cold Called” clients and did insist on “cash up front”.
The main thrust of the marketing operation was that of “cold calling” and that task was administrated by Miss. Kathy Hobbs at their head office in South Wales. In truth, Justice 4 admitted they “cold called” consumers, but untruthfully explained, “this was a minor part of the sales operation”. I say this, as Justice4 was always a very small operation. When I had cause to visited it, all the staff were engaged in “cold calling” activates except for the Managing and Financial Director. Thus, to say 7 cold callers to 2 Directors is a minor part, is quite inaccurate, mischievous and alarming.
Between 2013 and 2014 Justice4 lost <£266,202.00> and as a consequence was [at that stage] insolvent, yet it did continue to collect more “up-front” payments from paying clients. What is noteworthy is, the lost they declared, was not financed from share capital (reserves), past profits or loans. So where did it come from?
The accounts suggest £133k was loaned to it by Mr Lee “Roy” Pallister thus, a shortfall of £163,202.00 did exist and this shortfall was met by creditors, many of which are the very consumer who paid “upfront” for services.
Not to fund Justice4 losses.
The following years 2014-2015 Justice4’s viability became dire, in that the management of its own costs got worse, the companies losses worsened and the deficit exceeded £850,000. Again, the creditors of the company were unwittingly instrumental in supporting the deficit, as it’s recorded, the company owed over £1.1 million to its creditors.
By April 2017, Justice 4 issued CSO1 (ef) declaring its activities were that of activities of a “call centre” yet publicly stated it was a law firm “enforcing your civil rights”.
By 24th of May 2017, Justice4 was made bankrupt, insolvent and unable to pay its creditors if and when due. But who are the main CREDITORS?
Who financed Justice 4 £1 Million shortfalls, where has all the money gone?
It was well known Justice 4 charged money up-front, collected that money and placed it in their own bank accounts and for services yet to be performed.
They did not have an overdraft and it appeared no loans existed [as no debenture existed] (a lending banks requirement). The quarry of the creditor was, therefore, a collection of upfront paying consumers and quite clearly, they have been, financially exposed and financially battered.
Mr Lee “Roy” Pallister is an ex-timeshare salesman with 20 years’ experience in the timeshare industry supported by a Financial Director who is qualified and I assume regulated. They have presided over this debacle, and due to mismanagement of the financial affairs, the company has collapsed resulting in many consumers losing money.
Justice4 Ltd (Company Number 08652601) hit the “no money left wall” and give notice, pursuant to Rule 15.13 of the Insolvency (England and Wales) rules 2016, seeking a decision from creditors on the nomination of a Liquidator, it proposed.
A resolution to “wind up the Company” was considered on 30 May 2017. The company did go bust and Mr Michael Reeves (IP No. 7882) of Fortis Insolvency Limited, 683-693 Wilmslow Road, Manchester, M20 6RE, became the preferred receiver of the management [who had supervisory control over this debacle].
So where has the money gone?
This was created on the 27th of February 2014 by Lee “Roy” Pallister and Sandra Jane-Michelle Hoy [Financial Director” as she was appointed Director on the 25th of April 2015. On the 12/12/2025 Stephen Powell was appointed a liquidator as the company had lost £45,409. Again, the Share Capital invested was £1. So how was it financed? Who loan it the money, clearly not a bank and a director may not feature. See here
Swansea Tyres Limited
This was created on the 10th of September 2014 again with a share capital of £1.00, the Director was Mr Lee “Roy” Pallister and again it was subject to a compulsory “strike off” on 24th of September 2016.
What is extremely interesting about this enterprise is its state on the website.

The facts. Its financial year ended on Saturday 30th September and its latest financial statement was filed on 30th September 2015.
The firm employs one Director. Lee Roy Pallister, born on December 1974, appointed on 10 September 2014. There are currently no secretaries employed.
As of 12 June 2017, our data confirms no information is in existence about any present/ex-employees, trade creditors or debtors.
In fact, companies house confirms, the company has never traded at all, is dormant and that fact is supported by Mico-accounts which show “£ 1 share capital and nothing else.
Yet clearly it says it is trading, is employing, taking money, has customers, asserts on the premises. It has a reception and is manned by Aimee Pallister
It states Aimee has many years of experience in customer relations and is here to help with any issues you may have, from a simple quotation to follow up and booking your vehicle in for repairs and servicing. She is also the Managing Directors Wife.

so the authorities have no records on file that it is trading yet it is, they have a garage and many tools, much equipment’s and parts, so where did the money come from?
Help Wrong Fuel Ltd
This was created on the 30th of October 2015 was Directed by Mr Lee Roy Pallister and was finally struck off on the 2nd of May 2017.
J4 Assessing Ltd
This was created on the 19th of November 2015 and its Directors were Sandra Jane-Michelle Hoy [Financial Director] and Lee “Roy” Pallister. Again the share capital was a miserly £1 share.

This was created on the 25th of January 2017 and its offices are located at level 3 2017 regent street London. Again, the share capital is a miserly £1.00 and to date, no accounts have been filed. The Director was Mr Lee “Roy” Pallister. but does not own the website noted above.
Clearly after a very quick sale of the Justice4 Ltd’s assets [the Website and other assets] appear to have been transferred to Tuloca Ltd.
This was created on the 2nd May 2017, is owned by Lee “Roy” Pallister Wife, Mrs Aimee Pallister. She has invested the monumental sum of £1 into this enterprise and all official documents infer that she is the directing mind.
She is neither a lawyer nor a saleswoman and appears to be the front women in round 2 of Mr Pallister adventure in selling “legal services” to Timeshare consumers. In this entirety, he is a “Shadow” Director and shadowing his wife.
Tuloca Ltd state they pride themselves on being “one of the good guys” in the industry and aim to bring you peace of mind and an end to your mounting timeshare or holiday ownership fees. That said, the industry they refer to, is not an industry, but a profession which they are not members of, as they are, a band of salesmen selling “legal dreams” and again and for upfront fees.
The “industry-specific experience” claim is not in law but being a car mechanic, ex-timeshare salesmen, failed café owners and an inactive enforcer of “civil rights”. Now the selling of legal dreams is given to Tulcoa Ltd who are again unqualified.
Tuloca also claims “Our clients typically say they have been a victim of timeshare scam”, “we can definitely help”; however, they don’t suggest the money lost in the liquidation of Justice 4 is an adventure they can assist with or they have only come into existence last month.
They did a have a section “what our consumer say” however this is massively edited, as no reference to any complaint that Justice 4 has gone bust exists, nor the £800k lost by consumers.
The services are now offered by “Hello Consulting”
Hello, Consulting c/o Tuloca Ltd offer “Timeshare Exit Strategies for the consumer, with GUARANTEES”. This is from the “bowels” of a timeshare salesmen. “Guarantee, what utter nonsense”.
Having experienced the busted service of justice4, everything might be guaranteed until they go bust again. No warranty or insurance exists.
“Some resorts are asking huge amounts of money in advance to release consumers from their contract”.
This is true, however, no doubt a marketing company will have even higher fees, to pay for marketing they perform.
“Hello Consulting does not employ paralegals” this is true, but extending the truth further, they don’t employ anyone in the legal profession but do in the marketing industry.
The reason for this is because we only use qualified SRA regulated solicitors. This might be true, however, what they don’t say is: - you can go to these solicitors yourselves and you will not have to pay the massive marketing their expenses.
“This is why we will never cold call any perspective relinquishment client and all relinquishment clients who wish to hand back timeshare weeks will only be called as a direct result of an enquiry made to us or one of our marketing partners”. This is window dressing, they cold-call and/or use cold calling companies, partners and to drive in work.

This again can only be described as “utter, utter rubbish” all you have to do is, simply ask Hello “who will be my appointed solicitors” and then speak to them yourself and ask for a price. I am quite sure you will either not be given the name or will get it a lot cheaper from a proper law firm.

This allegation infers that “Hello” can service your needs yet admit they are neither paralegals or solicitors just marketers. If they do have direct access to your legal files [held by your solicitors] you need to speak to your solicitors and question whether or not “Hello” do have access, as without your permission this would be a breach of the Solicitors duties to you.
